Official Inauguration of the OUC Qingdao Branch

The Qingdao Brand of the Open University of China (OUC) was officially inaugurated at Qingdao Radio and TV University (RTVU) on July 28, 2013. Wang Guangzheng, standing member of Qingdao Municipal CPC Committee and Vice Mayor of Qingdao People’s Government, together with the OUC President Yang Zhijian, unveiled the nameplate. Deputy Secretary Wang Jinsheng of the Working Committee of Institutions of Higher Education of the CPC Qingdao Municipal Committee attended the inauguration. The OUC Vice President Yan Bin read out the Circular on the Establishment of the Qingdao Branch of the Open University of China (Hereinafter referred to as The OUC Qingdao Branch). Huang Tonghua, Secretary of Qingdao RTVU CPC Committee and President of Qingdao RTVU, delivered a speech.

Wang Jinsheng said that the establishment of The OUC Qingdao Branch was another major event in the process of deepening educational reform in Qingdao. It will take the lead in promoting educational modernization, which will contribute to the positive construction of an overall education pattern in Qingdao. Following the complete transition of Qingdao RTVU’s operational mode, it has now entered a new period of development. The Working Committee of Institutions of Higher Education of the CPC Qingdao Municipal Committee and Qingdao Education Bureau will, as always, act as coordinator, support the construction of the OUC operating system and assist further development of the OUC Qingdao Branch.

Yang Zhijian indicated that The OUC Qingdao Branch is an important element of the OUC’s operating system. In the future, Qingdao RTVU should focus on exploring five aspects: the construction of supporting systems, the construction of an organizational system for running the school, the application of information technology in education, the reform of the teaching model, and the construction of a “credit bank”. With the support of the OUC headquarters and its branches around China, the OUC will support the construction and development of the Qingdao Branch and strive to build a distinctive Chinese open university model.

The OUC Qingdao Branch is a significant milestone in the construction of a lifelong learning system in Qingdao and the development of continuing education. It is of great importance in improving the overall quality of life of all citizens of Qingdao, promoting equal access to education and making Qingdao a learning city.
