On 18th September, the inaugural session of seminar on 2024 backbone personnel for system quality management of the Open University of China (OUC): “Quality Assurance System and Quality Culture Construction within Higher Education Institutions” was held.
The seminar was lectured by Prof. Li Zhiyi, a national education supervisor, national famous teacher, and national model teacher. It was presided over by Fan Xianrui, a member of the Party Committee and vice president of the OUC. Over 70 teachers from the OUC headquarters academic and teaching management departments participated in the activity on the spot. Over 4,900 backbone teachers engaged in the quality management work from the OUC branches and schools studied online via live streaming.

Professor Li Zhiyi addressed the four problems faced in the construction of the OUC’s quality governance system, focused on three basic questions namely "what is quality assurance system", "why do we build quality assurance system", and "how to build quality assurance system", and systematically explained the essential connotation and significance of quality assurance system. He made an in-depth analysis of the key points in improving the quality assurance system, namely, "organisational structure and quality responsibilities," "whole process management and full participation", "loop closure and continuous improvement". In combination with theoretical understanding and practical experience, he put forward the construction strategy and methodology of quality assurance standards, quality assurance structure and quality assurance process, and gave an example of implementation that can be referred to and learnt from. He also compared the advantages and disadvantages of the hierarchical mechanism and cultural mechanism of quality assurance, scientifically demonstrated the importance of quality culture to the construction of the quality assurance system, and clearly pointed out that "the quality culture of colleges and universities is the 'spiritual impetus' of their quality assurance and an indispensable part of it". He also put forward targeted suggestions for the OUC’s quality culture construction.
The lecture was well received by teachers both online and offline. They all said that Professor Li's theory is profound and insightful, and he has a better understanding of the situation of the open universities. The content of the lecture was not only high-level in theory but also profound in practice. It was far-sighted and incisive, providing scientific guidance and valuable experience for all to do a good job in quality assurance. In the follow-up work, we will seriously absorb the knowledge gained, apply it to practical work, transform it in work to promote the high-quality development of the OUC school-running system, and achieve good results in responding to the preposition of the times "A Leading Country in Education, the OUC’s Role".
This lecture is the first session of the seminar on the 2024 OUC backbone personnel for system quality management . In the future, the OUC will continue to carry out a series of seminars in the form of online and offline activities according to the overall deployment. The seminar series is a concrete initiative to deeply study and implement the guiding principles of the Third Plenary Session of the 20th CPC Central Committee and the National Education Conference, aiming to further strengthen the construction of the OUC system quality management team, improve the effectiveness of the quality governance of open education, and contribute to building a leading country in education with concerted efforts.
